Program Concept Paper: Mississippi Transitional Payments, Directed Payments, and the Quality Incentive Payment Program

On Oct. 31, the Mississippi Division of Medicaid (DOM) submitted a proposal for the Mississippi Hospital Access Program (MHAP) to the Centers for Medicare and Medicaid (CMS). This program concept proposal details DOM’s plan to transition MHAP payments to hospitals from transitional (or pass-through) payments to directed payments by phasing out the transitional payments. DOM will demonstrate to CMS that the directed payments are based on utilization and delivery of services. To be in line with the MississippiCAN Quality Strategy, this payment structure would be known as the Quality Incentive Payment Program (QIPP). During the initial two-year period, DOM, CMS and stakeholders from across Mississippi will collaborate to implement the details of QIPP. DOM has been working with CMS and anticipates approval.
