What is considered Personal Care Services (PCS)?
The 21st Century Cures Act defines personal care services requiring EVV as any services requiring an in-home visit that support activities of daily living (ADL) such as movement, bathing, toileting, transferring, and personal hygiene or offers support for instrumental activities of daily living (IADL) such as meal preparation, money management, shopping, and telephone use. For Mississippi, this includes:

How is Mississippi Implementing EVV for Personal Care Services (PCS)?
DOM implemented EVV through a state mandated external vendor model in 2017 for services provided on the E&D and ID/DD waivers. Since that time, we’ve learned a lot about EVV technology and made the choice to upgrade our technology before implementing additional services or populations. DOM awarded FEI through a subcontract with HHAeXchange, a leading National EVV vendor, to become the new state sponsored EVV system. The project is now underway, to upgrade our EVV solution. Projected upgrades will include:
- a data aggregator to allow Mississippi to move to a hybrid model that allows all providers to either utilize the state provided solution or integrate with the state system using their own compatible EVV solution,
- a GPS enabled mobile application for clock-in/out to allow for the capture of additional data including electronic member/caregiver signature and tasks completed,
- a beneficiary portal to allow members greater independence in the scheduling and utilization of services while optimizing transparency,
- stronger data analytic capabilities to support real time fraud detection, and most importantly,
- the updated system framework needed to address issues identified in the current implementation.
When will Mississippi finish implementing EVV for Personal Care Services (PCS)?
Go-live in the upgraded HHAX solution for the 1915(c) and 1915(i) services occurred on August 1, 2023. State Plan PCS and Private Duty Nursing implementation will occur in December 2023. DOM will be sending out regular updates on the progress of the implementation and will be reaching out to provider agencies with surveys, informational updates, and stakeholder briefings throughout the implementation process. Additionally, our EVV Schedule of Events page will be updated frequently with information on upcoming events and training opportunities.
What are the Steps for Phase 2 implementation in December?
MS EVV implementation with HHAeXchange for State Plan Private Duty Nursing and State Plan Personal Care Services will go live in December 2023!

EVV Upgrade Phase II Go-Live Planned for December 2023
STEP 1: Initial Set Up
The first step for all providers will be to fill out the Mississippi Medicaid – HHAeXchange EVV Provider Set Up Form to identify yourself as a provider in-scope for this implementation.

STEP 2: Training (Webinars and Learning Management System) for State Plan Providers
DOM and HHAX will be training providers on the new EVV system utilizing a train the trainer model through multiple methods listed below.
- Informational Sessions: Provider administrators participated in recorded informational sessions on October 17, October 19, and October 23. The recording of that session is available under the “Informational Sessions” link on the left side of the State Info Hub website.
- Training Webinars: Provider Administrators will participate in recorded training webinars in November 2023. More information on training as well as the registration link is available under the “Training” link on the list side of the State Info Hub website.
- Learning Management System (LMS): All provider agencies who have completed a Provider Setup Survey will receive a single set of credentials to log into the
- Job Aids/Handouts: Aid documentation is available in the LMS once providers complete the assigned coursework.
- Lunch and Learns: Following implementation, HHAX will host a variety of webinars to address specific topics for providers.

STEP 3: Setup and Access
Providers who have completed the setup form by October 25 will receive their portal login credentials by go-live. At that time, they will be able to login to their free HHAeXchange provider portal and add additional staff/users. Providers who complete their forms after October 25 will have their portals created on a rolling basis. This process takes 7-10 business days. Once the portal is created, credentials will be emailed to the administrator listed on the setup form.

STEP 4: Training on Claims Mandate for Phase 1 Providers
